Mr Gerald Santucci: Towards a Joined-up Smart Cities Vision and Strategy for Europe
DG Connect of the European Commission aims at making a major contribution to making our cities better and more sustainable places for our citizens and more successful places to do business. The DG also hopes that Europe will have soon an early mover advantage in the global marketplace for smart city solutions – which could be worth some 400 billion euros by 2020.
The presentation will outline the vision and strategy of DG Connect with respect to smart cities, including the specific contributions from various units to the realisation of that vision, without hiding the difficulties in gluing all activities. It will provide an update of the "European Innovation Partnership on Smart Cities and Communities (EIP-SCC)", which brings together cities, industry and citizens to improve urban life through more sustainable integrated solutions building on innovation, better planning, a more participatory approach, higher energy efficiency, better transport solutions, intelligent use of ICT, etc. It will stress the importance of the insights gathered from FP7 projects and the usefulness of the metrics approach, recently developed and implemented by DG Connect to measure performance and impacts. It will also point at the importance of standards. Finally, it will assess the relevance, role and impact of open data for local governments, the potential of open data to increase social and civic participation, and possible mechanisms of collaboration between local networks to open and re-use data across regions. Emphasis will be put on how knowledge sharing across sectors that are concerned by smart city developments can be improved and better exploited to add value.
